The public right-of-way (ROW) is one of the most valuable and heavily used assets in our communities. It carries the infrastructure that powers, connects, and protects our cities — yet it is often managed through fragmented systems, siloed data, and largely reactive coordination.

This white paper presents a vision for integrated ROW management across Florida’s public agencies, utility providers, and infrastructure partners. It outlines the shared challenges we face, the components of a better system, and a proposed path forward through collaboration under the APWA Florida ROW Committee.

By aligning our systems, policies, and governance, we can reduce utility conflicts, improve public communication, protect critical infrastructure, and plan more effectively for the future.
