The American Public Works Association (APWA) has honored Dr. Addie Javed as one of its Top 10 Public Works Leaders of the Year—a prestigious national recognition celebrating individuals who have made exceptional contributions to the profession and their communities.
With nearly 30 years of experience across both the public and private sectors, Dr. Javed has distinguished himself as a leader in civil engineering, infrastructure planning, and public administration. He currently serves as the Public Works Director and Floodplain Administrator for Indian River County, Florida, where he played a critical role in the County’s recovery following the devastating impact of Hurricane Milton. His leadership was instrumental in the rapid deployment of debris management operations and the emergency restoration of County Road (CR) 512—helping to restore vital access and services to the community.
Dr. Javed’s public service career includes key roles with Sarasota County, the City of Haines City, and Pinellas County, where he served as Project Manager, County Engineer, and Public Works Director. In the private sector, he has worked with major firms such as AECOM, Mott MacDonald, and Epic Engineering, where he served as Vice President.
An active APWA member since 2007, Dr. Javed has contributed numerous articles to the APWA Reporter and created the widely followed “Leadership and Management” series, which earned him the Innovation Award from the APWA Florida Chapter. He has been nationally recognized by Engineering News-Record (ENR) as one of the “Top 20 Under 40” for his contributions to asset management and long-term infrastructure resiliency.
Dr. Javed holds a Ph.D. in Civil Engineering with a minor in Public Administration and a Master’s in Environmental Engineering. A proud University of Florida Gator and Michigan State Spartan, he brings academic excellence and real-world insight to every role he takes on.
Beyond his professional achievements, Dr. Javed values time with his family. He and his wife Andrea, an accountant, enjoy Florida’s beaches and family time with their two sons, Aiden and Aivan.
This well-deserved recognition reflects Dr. Javed’s lifelong dedication to building resilient communities, leading with integrity, and elevating the public works profession.
