Richard C. Keeney
Retired Public Works Director from City of Punta Gorda
Richard C. Keeney a lifelong resident of Punta Gorda, Florida, graduated from Charlotte High School in 1978. In 1980, Richard started his career in public works with the City of Punta Gorda as a Service Worker I. Within a short period, after obtaining certifications in water distribution technician, wasterwater collection technician, and stormwater operator, promotions to supervisor positions followed which led him to see his calling as a public servant. Attending evening classes to obtain degrees in higher education, first an Associate degree and then a Bachelor of Professional Studies provided the next steps for advancement. During this time of higher education, a stint as Acting Public Works Director led to eventual promotion in 1997 as Public Works Director for the City of Punta Gorda. His tenure recently ended there with his retirement after 42 years. The following criteria and subsequent highlights of this individual’s contributions to the Florida Chapter are well documented to qualify for consideration of the Harry S. Swearingen Award for Outstanding Chapter Achievement and Excellence in Chapter Service.
Richard C. Keeney will accept the award at the 2023 PWX in San Diego, August 27-30.
